As none of the Divine are omni-anything a way of long-range communication and energy transfer is needed. That's the Astral Net, a web of conduits spanning the entire universe and also kind of acts as a glue that keep the Stellar Plane and Hyper Plane together.

The nature of the net is not fully clear and it's invisible to the naked eye. However, it automatically forms and reforms constantly.

It does have a finite speed of transportation and can be disrupted by Exium. Meaning, in the event of a sudden outburst, response may be delayed or communication may be cut off completely.
